The purpose of Amendment 0001 is to provide responses to questions posed by potential offerors. See attached document titled "Amendment 0001.docx".

This is a Request for Proposals (RFP) for a contractor to provide support to develop IT models, IT standard reference implementations, IT tools, and to develop standard reference database (SRD) applications, and support scientific and technical information archival projects.

Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to divya.soni@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number.
THIS PROCUREMENT IS SET-ASIDE FOR SMALL BUSINESSES ONLY.

The North American Industrial Classification System (NAICS) code for this acquisition is 541690, and the size standard is $15.0M. FAR Part 15 Contracting by Negotiation will be used.

This RFP is for an Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract for one (1) twelve-month base period plus four (4) one-year option periods. The specific tasks pursuant to this effort are described in the Statement of Work which is included in the solicitation. The official RFP document is attached here, entitled "SB1341-15-RP-0018".

The offeror shall submit one (1) copy of their entire proposal on a compact disc or DVD, and five (5) copies of Volume I, Go/No Go proposal, and Volume II, Technical Proposal. Only one copy of Volume III, Business Proposal, is required to be submitted.

Proposals must be received not later than July 2, 2015, at 12 PM Eastern Time. E-mail proposals shall not be accepted. Fax proposals shall not be accepted.

Proposals must be received by NIST on or before the due date and time specified above. Only information received on or before the due date and time shall be considered for award. Any proposal, or part thereof, received after the due date and time, shall be deemed late and not considered for award.
