NASA/GSFC has a continued requirement under the SAMDA contract (NNG17HP01C) with Science Systems and Applications, Inc. (SSAI), to support the research and development activities of the Earth Sciences Division Atmospheres, and the operational activities of the Global Modeling and Assimilation Office. The areas of support include the design, development, testing, maintenance, calibration and operation of sub-orbital instruments for atmospheric and solar observations; processing and analysis of data collected by instruments observing the Earth atmosphere or solar radiation from spacecraft, sub-orbital platforms, or the ground; development, testing, operation, improvement, and documentation of computer models that describe Earth system processes; support project scientists in the formulation, implementation, and operation of satellite missions; support the preparation of research proposals, referred journal publications, manuscripts for symposia, and provide communications of research objectives and results. This contract also includes development and use of models and assimilation systems with the goals of advancing satellite data in weather and climate prediction, and using satellite data to advance the environmental modeling capabilities.

NASA/GSFC intends to issue a sole source contract extension for twelve (12) months plus six (6) one-month option periods to the current SAMDA contract to acquire continued services from Science Systems and Applications, Inc. under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. During the procurement strategy process for the follow-on to the SAMDA contract, a decision was made to decouple the contract and pursue two separate contract vehicles identified as Atmosphere Support (ATMOS) and Global Modeling & Assimilation Support (GLOMAS). This extension period will allow adequate time for the competition and award of the procurements to take place. Additionally, this extension will allow for a staggered approach with the procurements to allow for the utmost competition to take place. This extension will also increase the contract ceiling cost.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cassandra Moore (Cassandra.K.Moore@nasa.gov) and Michelle Padfield (Michelle.R.Padfield@nasa.gov) no later than 3:00 PM (EST) on August 22, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
