The purpose of this notice to provide Govenrments intent to acquire PenLink Software Licenses and maintenance. PenLink products and services can only be purchased through PenLink there are no re-sellers at this time.

Background
The purpose of this notice is to provide the government's intent to acquire PenLink Software Licenses and maintenance. PenLink products and services can only be purchased through PenLink, as there are no re-sellers at this time.

Work Details
To acquire support for PenLink, Ltd. PLX software. The OIG has utilized PenLink to analyze and manipulate cell phone and landline call and text records in support of investigations for over 10 years. PenLink is considered the industry standard among Federal Law Enforcement Agencies.

The licenses and maintenance support are required to be renewed annually and can only be purchased from PenLink as the software is proprietary. PenLink software enables INV users to analyze proprietary data files from domestic and international communications service providers which contain records of electronic communications.

Period of Performance
The base period of performance is expected to be 03/31/24 through 03/30/29 with 4 option periods.
