Description

Enclosed is a Request for Quotations (RFQ) for supply of UPS to the U.S. Embassy in New Delhi, India. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form SF-1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

All requests for clarifications must be submitted in writing via E-mail to ChellaramaniA@state.gov by 1500 hrs. (India Time) June 17, 2025. Responses shall be provided to all contractors who showed their interest in doing business with USG. No questions shall be answered received after 1500 hrs. (India Time) June 17, 2025.

Quotations are due by 1700 hrs. (India Time) of June 27, 2025. Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line Solicitation No. 191N6525Q0095 for Supply of UPS . The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

No quotations shall be accepted after this time. Quotations must be in English. Incomplete quotations will not be accepted. Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1.

In order for a quotation to be considered, you must also complete and submit the following:

3. Additional information as required in Section 3

4. Section 5 Representations and Certifications

5. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Background
The U.S. Government is issuing a Request for Quotations (RFQ) for the supply of Uninterruptible Power Supplies (UPS) to the U.S. Embassy in New Delhi, India. The goal of this contract is to procure UPS units that meet specific technical specifications and requirements, ensuring reliable power backup for embassy operations. The contract will be awarded to the responsible company that submits an acceptable offer at the lowest price, with the intention of awarding based on initial quotations without discussions unless necessary.

Work Details
The contractor shall deliver 660 pieces of UPS, 700VA, 230V to the U.S. Embassy in New Delhi, India. The specifications for the UPS include:
- Make: APC/Eaton or equivalent
- Main Input Voltage: 230 V +/- 10 V
- Input Connection Type: IEC 320 C14
- Input Frequency: 50/60 Hz +/- 5 Hz auto-sensing
- Main Output Voltage: 230 V +/- 10 V
- Output Connection Type: At least four (4); Type IEC 320 C13
- Maximum Configurable Power (VA): At least 700 VA
- Max Configurable Power (Watts): At least 500 W
- Run time (Minutes): At least three (3) minutes @ 500 W
- Output Frequency: 50/60 Hz +/- 5 Hz auto-sensing
- Topology: Line Interactive
- Wave Type: Sine Wave
- Battery Type: Lead-Acid
- Standards: IS 16242 (Part 1) or UL (1778) or CE. The pricing must include all expenses such as labor, materials, overhead, profit, insurance, and transportation necessary for delivery. Goods and Services Tax (GST) will be priced as a separate line item.

Period of Performance
The contractor shall deliver all items not later than 60 days after the date of contract award.
