Description

This is a draft RFQ (eBuy RFQ ID: RFQ1665039) for Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) Blanket Purchase Agreement (BPA) . GSA will be hosting a hybrid, in-person and virtual, webinar Industry Day to provide information to our industry partners during the draft SCRIPTS RFQ open period. The purpose of the webinar is to provide potential solicitation respondents an opportunity to receive answers to questions generated by the release of the SCRIPTS BPA solicitation.

GSA is seeking to establish a ten-year, multiple award government-wide BPA against GSA Multiple Award Schedules for supply chain illumination tools herein referred to as the SCRIPTS BPA. The BPA's period of performance will consist of a five-year base period, with one five-year option for a total of ten years if the option is exercised. The BPA's estimated value over a ten-year (10) period of performance is $919,733,820. The SCRIPTS BPA is a new requirement in support of the Office of the Under Secretary of Defense (OUSD), Acquisition and Sustainment (A&S) office. The SCRIPTS BPA will establish a core of multi-component, supply chain risk illumination tools, with associated professional analytic support services, to help mitigate the risk of high vulnerability to fraud, abuse, and adversarial exploitation of the supply chain. Deployable supply chain illumination capabilities for cyber hygiene, supply chain, foreign ownership, control, and influence, vendor vetting and affiliated entity, as well as personnel vetting will enable the government to be continuously and dynamically informed on industry supplier health. This requirement will allow the DoD and Federal Civilian Executive Branch (FCEB) agencies to holistically screen and vet vendors and underlying supplier networks/affiliated personnel to ensure suppliers are reputable, in good standing, financially and operationally secure, and will not introduce unacceptable risk to the government. The illumination tools will be able to assess supplier risk in real time, along with a persistent monitoring capability.

Special Notice for Vendors Who Do Not Possess a Multiple Award Schedule (MAS) Contract. The Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) Blanket Purchase Agreement (BPA) Request For Quote (RFQ) will be issued in GSA eBuy only. The RFQ will not be accessible outside of eBuy. Vendors who do not hold a GSA MAS contract will not be eligible to submit a quote.

We encourage all parties who are interested in participating in the SCRIPTS BPA to submit an e-offer utilizing the FASt Lane process no later than Dec 31, 2023, to ensure that sufficient time is available to process the eOffer. Once your e-offer has been submitted please email the SCRIPTS BPA team at scrmtool@gsa.gov. Please title the email SCRIPTS BPA eOffer . In the body of the email, include the eOffer number, date of eOffer submission, a point of contact, and indicate that the action is in response to the SCRIPTS BPA. The schedule contract must be in place prior to the official RFQ closing date (date to be determined).

Background
The General Services Administration (GSA) is seeking to establish a ten-year, multiple award government-wide Blanket Purchase Agreement (BPA) against GSA Multiple Award Schedules for supply chain illumination tools referred to as the SCRIPTS BPA. The purpose of the SCRIPTS BPA is to establish a core of multi-component, supply chain risk illumination tools, with associated professional analytic support services, to help mitigate the risk of high vulnerability to fraud, abuse, and adversarial exploitation of the supply chain. The SCRIPTS BPA will enable the government to continuously and dynamically assess supplier risk in real time, along with a persistent monitoring capability.


Work Details
The attached Performance Work Statement (PWS) describes the purpose, performance objectives, and requirements expected of the BPA awardee. The PWS outlines tasks such as inspection and acceptance procedures, basis of acceptance, deliverables, non-conforming products or services handling, period of performance details including base period and option period, roles and responsibilities of Government personnel for the SCRIPTS BPA, invoice submission requirements, quoter BPA roles and responsibilities including program management plan and key personnel qualification matrix. Additionally, it includes representations regarding certain telecommunications and video surveillance services equipment.

Period of Performance
The period of performance for this BPA is a five-year base period with one five-year option period. Quoters may be awarded a BPA that extends beyond the current term of their GSA Schedule contract if there are option periods in their GSA MAS contract that will cover the BPA's period of performance. Quoters will not be eligible for BPA award if their relevant GSA MAS contract will expire prior to the end of the BPA’s intended ten-year period of performance.
