Background
The U.S. Department of Agriculture (USDA) operates a laboratory in a privately-owned building located at 10383 North Ambassador Drive in Kansas City, Missouri 64153. The building is known as the National Grain Center (NGC) and houses multiple laboratories operating under the Agricultural Marketing Service (AMS), Federal Grain Inspection Service (FGIS). Several laboratories at the NGC require a steady supply of liquid nitrogen and liquid argon gases to run their scientific equipment / instrumentation.

Work Details
The purpose of this procurement is to establish a new, inclusive Blanket Purchase Agreement (BPA) to provide a five-year supply of liquid nitrogen and liquid argon to the NGC. The minimum requirements for supplying liquid nitrogen and liquid argon to the laboratory are detailed in the Statement of Work, including installation and maintenance specifications for microbulk systems, telemetry and monitoring services, delivery timelines, gas purity requirements, and ISO certification. The BPA call limit is $250,000 annually with a purchase limitation of $9,999 for credit card payments. The BPA will be evaluated based on price and technical capability. Quotes must contain specific documents including a completed SF-1449, price schedule for nitrogen and argon, tank specifications, telemetry and monitoring services description, delivery timeline statement, subcontracting information, and company point of contact.

The anticipated period of performance for this requirement is May 2024 through April 2029.
