The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Home Care Equipment, Inc., located at 1135 Lester St, Poplar Bluff, MO 63901-4833.

Home Care Equipment is the only vendor capable of immediately providing home oxygen services to VISN 15 patients without interruption. Although additional vendors have been identified as potential sources, the current instability in the market would introduce an unacceptable degree of risk to patient care during any transition phase implemented during the COVID-19 pandemic. Continuing to contract services with Home Care Equipment will allow the market to normalize, VISN 15 to establish firm requirements based on a normalized market, and NCO 15 to continue to develop and proceed with a new acquisition with these firm requirements.

The NAICS code is 621610 with a size standard of $16.5 Million. The solicitation number is 36C25521R0074. This action will result in a firm-fixed price, indefinite-delivery, indefinite-quantity (IDIQ) contract. The term of the contract will be a base of six (6) months with the option to extend the contract incrementally for an additional six months utilizing Clause 52.217-8, Option to Extend Services.

This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT March 24, 2021 at 3:00 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered.

When responding to this announcement, respondents should refer to Announcement, Notice of Intent. If after March 24, 2021 no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Home Care Equipment, Inc.
