Amendment 0003 clarifies that item #86 on the Questionnaire worksheet of RFP Attachment A - Dental Plan Proposal Package is no longer applicable.

Amendment 0002 changes the terms and conditions of the solicitation and provides answers to questions received.

Amendment 0001 extends the date questions are due to the Contracting Officer to 9:00 a.m. local (Washington, DC) time on May 27, 2025.

The Commodity Futures Trading Commission (CFTC) has a requirement for a contractor to administer and insure its supplemental dental insurance plan. The plan covers approximately 700 employees located in Washington, DC; New York, NY; Chicago, IL; and Kansas City; MO. CFTC employees are eligible to participate in all federal benefit programs including retirement, health, and life insurance plans administered by the Office of Personnel Management (OPM). This dental plan is in addition to these federal benefits. The resulting contract will have a period of performance of one year, and up to four option periods of one year each, with coverage beginning in January, 2026. Background
The U.S. Commodity Futures Trading Commission (CFTC) is an independent agency established by Congress in 1974 to regulate commodity futures and options markets in the United States. Its mission is to promote the integrity, resilience, and vibrancy of U.S. derivatives markets through sound regulation.

The CFTC aims to attract and retain employees by implementing pay and benefit parity with other Federal Financial Regulatory Agencies, which includes providing a supplemental dental insurance program for its employees and their dependents. The current dental benefits program has been in place since July 11, 2004, and covers approximately 700 employees across various locations including Washington, DC; New York, NY; Chicago, IL; and Kansas City, MO.

Work Details
The contractor will administer and insure the CFTC's supplemental dental benefits program for eligible employees and their dependents. Key tasks include:

1. **Administrative Services**: Generate participant enrollment identification numbers without using Social Security Numbers (SSNs), issue identification cards within 10 business days of enrollment, design and distribute enrollment forms, claim forms, employee booklets, summary plan descriptions (SPDs), and other necessary forms for plan administration.

2. **Communication**: Assist in communicating benefits to employees through initial meetings at various CFTC locations.

3. **Reporting**: Provide monthly enrollment reports with invoices detailing covered employees and reconciled data.

4. **Compliance**: Ensure compliance with the Affordable Care Act (ACA) and HIPAA requirements by providing necessary certificates of coverage and privacy notices.

5. **System Requirements**: Maintain a secure system for managing employee data that supports concurrent access without degrading service quality.

6. **Transition Support**: Cooperate with any successor contractor during the transition of operations to ensure continuity of services.

Period of Performance
The contract will have a base period of performance from January 1, 2026, to December 31, 2026, with four additional option periods extending through December 31, 2029.

The contract will be performed primarily at the CFTC's offices located in Washington, DC; New York, NY; Chicago, IL; and Kansas City, MO.
