Description

The Naval Air Systems Command (NAVAIR) anticipates awarding a contract modification under N00019-16-G-0015 delivery order 0006 to Orbital Sciences Corporation, Chandler, AZ for the efforts required of the Contractor to procure, inspect and test, and deliver hardware and software required to support 15 Pulsed Doppler Emitter Capability (PDEC) Kits for the GQM-163A Supersonic Sea Skimming Aerial Target (SSST). The anticipated contract will fulfill the needs of the U.S. Navy as well as potential FMS customers.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. For subcontracting possibilities with Orbital Sciences Corporation, 3380 South Price Road, Chandler, Arizona, 85248, please contact Ms. Brenda Norwood at (480) 722-3893.
The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency.
