The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for a multiple award Tug Services Blanket Purchase Agreement (BPA) as described in the attached BPA Statement of Work (SOW) and BPA Terms and Conditions. The objective of this BPA is to provide towing services to the SBRF, General Anchorage #26, located in Benicia, California, to accomplish intra-fleet ship moves within the anchorage, mooring maintenance by adjusting or deploying anchors and chains to/from ships, and the movement of barges around the anchorage.

The BPA will be broken down into two (2) distinct multiple award pools:

  • Pool One (1): Tug Boats - 3000+ horsepower (HP) or greater tug boats are required for ship moves and mooring maintenance
  • Pool Two (2): Push Boats 1000+ horsepower (HP) push boat-type tugs are required to move barges around the anchorage

Pool 1 will be Unrestricted and Pool 2 will be set-aside for small businesses.

The 2 BPA pools will be evaluated separately. Quoters do not need to submit a response for both pools in order to be considered for award.

Refer to Sections 9 and 10 of the Combined Synopsis/Solicitation for suhmittal instructions and evaluation criteria.

RFQ Amendment 1: The purpose of this amendment is to post the Questions and Answers (Q&As).

RFQ Amendment 2: The purpose this amendment is to extend the quote due date to May 28, 2025 at 1:00 PM (PT) and post the second set of Q&As.

Background
The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), is seeking to establish a multiple award Tug Services Blanket Purchase Agreement (BPA) for the Suisun Bay Reserve Fleet (SBRF). The SBRF is located in Benicia, California, and serves as an anchorage for the National Defense Reserve Fleet (NDRF).

The primary goal of this BPA is to provide towing services that support intra-fleet ship movements, mooring maintenance, and barge movements within the anchorage.

Work Details
The contractor will be responsible for providing tug services that include:
1. Intra-fleet ship moves within the anchorage.
2. Mooring maintenance by adjusting or deploying anchors and chains to/from ships.
3. Movement of barges around the anchorage.

The contractor must furnish labor, supervision, equipment, fuel, and transportation necessary to fulfill these requirements. Services may also include support for heavy weather preparation, contingency operations, and routine harbor support services. Contractors are encouraged to partner or subcontract with other entities to ensure a comprehensive range of services is provided. Additionally, contractors must have a local office and access to tugs within a 65-mile radius of SBRF.

Period of Performance
The period of performance for this contract will be determined based on specific call orders issued under the BPA.

Place of Performance
The contract will be performed at General Anchorage #26 in Benicia, California.
