The U.S. Department of Transportation (DOT), Maritime Administration (MARAD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a multiple award Tug Services Blanket Purchase Agreement (BPA) as described in the attached documents. The objective of this BPA is to provide towing services to the Suisun Bay Reserve Fleet (SBRF), General Anchorage #26, located in Benicia, California to accomplish intra-fleet ship moves within the anchorage, mooring maintenance by adjusting or deploying anchors and chains to/from ships, and the movement of barges around the anchorage. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488330, Navigational Services to Shipping, with a small business size standard of $47 million.

There is no solicitation at this time. This request for capability information does not constitute a Request For Quotation (RFQ); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform these services, please provide the following information:

1) Organization name, Dun and Bradstreet (DUNS) number, address, website address, point of contact information (name, email address, and telephone number), and the size of your organization in consideration of NAICS code 488330 which has a small business size standard of $47 Million. If you are considered a small business according to this NAICS code, please provide which of the following small business categories your business fits, if any: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman- Owned Small Business, HUBZone Small Business, or 8(a) Business.

2) Tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational, equipment, and staff capability. Respondents shall ensure the following is addressed in capability statements:

  • Location and address of local office and whether or not the respondent has access to tugs within a 65-mile radius of SBRF
  • Provide a listing of available tug boats and push boats in the San Francisco Bay and Delta Areas, including vessel name, home port, type (conventional, tractor or push boat), propulsion (single, twin, etc.) horse power and bollard pull by completing the attached Tug Fleet Submittal Sheet.
  • If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements

Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Background
The U.S. Department of Transportation (DOT), Maritime Administration (MARAD) is conducting market research to identify parties interested in supporting a requirement for a multiple award Tug Services Blanket Purchase Agreement (BPA).

The goal of this BPA is to provide towing services to the Suisun Bay Reserve Fleet (SBRF), located in Benicia, California. This fleet serves as an anchorage for various vessels and supports logistics, training, and maintenance operations.

Work Details
The contractor will provide towing services to the SBRF, including:
- Intra-fleet ship moves within the anchorage, which will be orchestrated by a licensed Pilot who determines the type of tugs and horsepower required.
- Mooring maintenance by adjusting or deploying anchors and chains to/from ships, which may not require a Pilot.
- Movement of barges within the anchorage.

The contractor must have access to tugs within a 65-mile radius of SBRF. The contractor shall furnish labor, supervision, equipment, fuel, and transportation necessary for these services. Services are intended to support heavy weather preparation, contingency operations, and routine harbor support services. Contractors may partner or subcontract with other entities as needed.
