The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential sources that possess the capability to perform maintenance and associated support services for submarine launched Heavyweight Torpedoes (HWT) MK 48 MOD 6, MOD 6 Advanced Common Torpedo (ACOT), and MOD 7 Common Broadband Advanced Sonar System (CBASS) Warshot and Exercise variants. Intermediate and Progressive Depot Level Repair (PDLR) maintenance and support services including, quality assurance, training, facilities, test/handling equipment, environmental, safety, production planning, Ordnance Inventory System (OIS) management, and transportation will be performed at Submarine Torpedo Intermediate Maintenance Activity (SUBTORPIMA) Pearl Harbor, in Ewa Beach, HI. Operational requirements are identified in Attachment 1. The notional organizational structure is depicted in Attachment 2.

Limitation on Subcontracting, for services, that at least 50
percent of the cost of contract performance incurred for
personnel shall be expended for employees of the
concern. Include the percentage of work that will be self performed
on this project.
4. A detailed narrative identifying how the respondent's
knowledge, skills, and abilities meet the requirements
listed in Attachment 1. Each requirement shall be listed
in order, with a written response detailing the
respondent's expertise and capability in performing the
stated requirements. Additionally, the respondent
should explain how they will meet the notional staffing
plan in Attachment 2.
5. Documentation or examples of HWT I-Level and PDLR
Level Maintenance and all associated integral and
ancillary support capabilities from past experience.

Background
The Naval Sea Systems Command (NAVSEA) is seeking to identify potential sources capable of performing maintenance and support services for submarine-launched Heavyweight Torpedoes (HWT) including MK 48 MOD 6, MOD 6 Advanced Common Torpedo (ACOT), and MOD 7 Common Broadband Advanced Sonar System (CBASS) variants.
The goal of this contract is to ensure the operational readiness of these torpedoes through comprehensive maintenance and support services at the Submarine Torpedo Intermediate Maintenance Activity (SUBTORPIMA) located in Pearl Harbor, Ewa Beach, HI.
Work Details
The contract encompasses a range of tasks including:
1. **Torpedo On-line Operations Support**: Experience with disassembly, assembly, troubleshooting, repair, and testing of Guidance & Control group, Fleet Exercise Section group, Warheads, and conducting Torpedo Comprehensive Systems Tests.
2. **Torpedo Offline Operations Support**: Experience in data extraction, afterbody flushing, propulsion section disassembly & cleaning, and fuel tank section disassembly & testing.
3. **Yard, Bay, TMD Maintenance and Pier Support**: Experience with preliminary torpedo flushing, final preparation of torpedoes, assembly/disassembly of TMDs, minor cosmetic repairs, load/unload operations for torpedoes/groups to trucks.
4. **Quality Assurance Support**: Experience with IMA quality system programs including metrics gathering for Global Quality Council and IMA Quality Council, corrective action follow-up, internal/external audits support.
5. **Progressive Depot Level Repair (PDLR) Support**: Experience in electronic and mechanical depot level repair capabilities using government-approved procedures for upgrades.
6. **Test Equipment Maintenance**: Conducting preventive and corrective maintenance on In-Service Support Equipment and Depot Factory Test Equipment including self-test and calibration procedures.
7. **Preventive Maintenance System Support**: Management of metrology components/tools and periodic inspections for IMA Ordnance Handling Equipment.
8. **Training Support**: Management of a comprehensive training system covering initial training/indoctrination and continuous training requirements including ordnance certification.
9. **Production Planning and Transportation Support**: Management of inventory data entry into Ordnance Information System (OIS), preparation of shipping requisitions, maintenance of production schedules.
10. **Environmental, Safety, and Health (ESH) Support**: Management of a comprehensive ESH program including safety training and hazardous waste material management.
Period of Performance
The contract will be performed over a five-year period from FY 28 to FY 32.
