Background
The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students across various districts worldwide. The agency aims to enhance operational efficiency in managing teacher absences through an automated substitute caller software solution. Traditional methods of finding substitutes are inefficient, prompting DoDEA to pilot a successful program at two schools, which garnered interest from other organizations within DoDEA.

Work Details
The contractor shall provide an automated substitute vacancy system that includes the following services and support:

1. Deliver a secure, reliable, and user-friendly platform for automating substitute outreach and placement.

2. Automated Outreach: Contact qualified substitutes via phone, text, email, or app notifications in real time using predefined rules.

3. Dynamic Matching: Match substitutes to assignments based on certification, availability, and location criteria.

4. Dashboard Interface: Provide an intuitive interface for managing substitute pools and tracking assignment statuses.

5. System Integration: Seamlessly integrate with existing HR, scheduling, payroll, and attendance systems.

6. Mobile Access: Support mobile functionality for administrators and substitutes.

7. Analytics & Reporting: Offer real-time insights into substitute activity and system usage.

8. Security Compliance: Ensure compliance with federal information security standards.

9. Multi-Channel Communication: Enable outreach through voice, SMS, and email channels.

10. High Availability: Maintain minimal downtime with reliable performance and technical support.
