Subsonic Aerial Target (SSAT) BQM 177A Parts Procurement   2

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, awarded a sole source Firm-Fixed-Price (FFP) Delivery Order (N0001923F0008) under Basic Ordering Agreement N00019-22-G-0004 with Kratos Unmanned Aerial Systems, Inc. (KUAS), Sacramento, California. The delivery order is for the procurement of parts associated with the BQM-177A Subsonic Aerial Target (SSAT). The BQM-177A is a subsonic, recoverable, aerial target system that emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation and Fleet training.

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 21-0072 - redacted version attached to this announcement. KUAS is the sole designer, developer and manufacturer of the BQM-177A Subsonic Aerial Target system. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government's requirements for the BQM-177A Subsonic Aerial Target system.
