Subsistence Prime Vendor Support For Customers in Northern Europe

Background
The Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain is issuing a bridge contract to Theodor Wille Intertrade GMBH (TWI) under the authority of 10 U.S.C. § 3204(a)(1). This justification is for other than full and open competition to ensure the continuation of Prime Vendor services for customers in the Northern Europe area of responsibility (AOR). The goal of this contract is to provide uninterrupted food service supplies to military customers, avoiding any potential mission failure due to supply disruptions.

Work Details
The proposed acquisition will be an indefinite-delivery, indefinite-quantity (IDIQ), fixed price with Economic Price Adjustment (EPA) bridge contract. The supplies to be acquired include commercial food items distributed by TWI. The estimated contract value is $102,900,000.00 with a guaranteed minimum dollar value of $10,290,000.00 and a maximum dollar value of $308,700,000.00. The bridge contract will cover a period of 463 days from September 11, 2025, through December 17, 2026. TWI is the only supplier capable of meeting DLA requirements due to their existing inventory and fully implemented STORES electronic catalogs tailored for DLA customers in Northern Europe.
