Background
The National Library of Medicine (NLM), part of the Health and Human Services (HHS), aims to enhance access to biomedical literature published globally. This solicitation seeks subscription services and management support for a comprehensive range of biomedical literature, including content from commercial entities, government bodies, and non-commercial organizations, available in various formats and languages.

Work Details
The contractor will provide subscription services for biomedical literature, including:
- Print issues as specified in NLM purchase orders.
- A schedule for consolidated shipment deliveries within 30 days of contract award.
- Monthly claims reports detailing unfulfilled claims or out-of-print statuses.
- EDI files containing machine-readable invoices monthly.
- Subscription status reports detailing changes in titles, formats, or publication delays on a weekly basis.
- A contingency plan for continuity of services during emergencies.

The total evaluated price includes base period CLINs (0001–0003) and all option year CLINs (1001–4003). The maximum ordering value is subject to government needs and market availability.

Period of Performance
July 1, 2026 – December 31, 2030

Place of Performance
Work will be performed at the Contractor’s primary location with provisions for teleworking as per the contractor's policies.
