3 Apr: The purpose of this RFP Modification/Amendment #3 is to:
- Extend the proposal due date to Thursday, 4 April at 12:00pm (noon) Eastern.
- Also, note the following regarding clauses:
----Response to Question #34 regarding FAR 52.222-20 stated the clause didn't apply. It has been determinded that it does apply, so is added.
----Response to Question #47 stated that clause HQ C-2-0003 is added. This clause number has changed to C-251-H001.
27 March: The purpose of this RFP Modification/Amendment #2 is to:
- Lift the contractor question submission cutoff date. Note: Proposals remain due on Wednesday, 3 April at 2pm Eastern.
- Attach responses to industry questions, Response #2. Note: The attached document dated 27 March includes responses to all remaining and new questions received by industry.
20 March: This purpose of this RFP modification is to:
- Extend the contractor question submission period to Wednesday, 27 March
- Extend the proposal due date to Wednesday, 3 April at 2pm Eastern
- Attach responses to industry questions, Response #1. Additional questions received will be addressed as soon as possible.
The purpose of this notice is to post solicitation N66604-19-R-0035 (formerly N66604-18-R-0187) and its attachments.
Note: Refer to N66604-18-R-0187 in this system for interested vendors and all other previously posted information.
The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) Platform and Payload Integration Department, Code 40, has a requirement for hardware, systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, maintenance, and repair services, including services in the field, to support existing and future fleet systems programs. This scope encompasses work within the Submarine Safety (SUBSAFE) boundary on submarines and non-SUBSAFE hardware and systems, as outlined in the attached draft Statement of Work (SOW).
This procurement will be processed using FAR Part 15. The North American Industry Classification System (NAICS) for this requirement is 332510 with a size standard of 750 employees. This requirement will be solicited as other than full and open competition, with SUBSAFE certification being a stipulation for award. The current requirement was awarded as a multiple-award IDIQ to Electric Boat Corporation (N66604-10-D-034A), Northrop Grumman Shipbuilding (now Huntington Ingalls Inc., N66604-10-D-034B), and Oceaneering International Inc. (N66604-10-D-034C).
The resultant contract(s) will be five-year Indefinite Delivery, Indefinite Quantity (IDIQ) type with Cost-Plus Fixed Fee (CPFF) CLINs, Firm Fixed Price (FFP) CLINs, and Cost CLINs.
Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website.
Note the proposal due date and evaluation criteria in Section L of the solicitation. Prospective offerors are responsbile for downloading the solicitation and its attachments from FedBizOpps.gov and for monitoring the site for any amendments.
