This is a Request for Proposal (RFP) number 47QFCA24R0024, for Submarine Workforce and Industrial Base (SWIB). The Government, through this solicitation, is seeking to establish a contract with an Enterprise Integration Partner (EIP) that, on behalf of, and in close partnership with, the ICAM Office and the Navy, shall identify, develop, and deliver systemic, holistic solutions to regional and broader submarine industrial workforce and industrial base challenges. These solutions should cover the gamut of problem identification, solution design, and solution implementation at local, regional, and national levels. The EIP, in close partnership with the U.S. Government, will initiate, manage, and integrate these solutions and activities within and across U.S. regions, orchestrating and guiding all participating partners and stakeholders, including both respective Government and non-Government entities, necessary for successful implementation and execution of proposed solutions.

Background

Work Details
The work shall be performed according to all sections of this solicitation and the contractor’s Performance Work Statement (PWS). The contractor shall perform the effort required by this solicitation on a Cost-Plus-Fixed-Fee (CPFF) basis for mandatory labor Contract Line Item Numbers (CLINs) 0001, 1001, 2001, 3001, and 4001. The contractor shall also perform the effort required by this Contract on a Cost-Reimbursement (CR) Not-to-Exceed (NTE) basis for Long-Distance Travel CLINs 0002, 1002, 2002, 3002, and 4002; Materials and Equipment CLINs 0003a, 1003a, 2003a, 3003a, and 4003a; Additional Proposal Materials and Equipment CLINs 0003b; Other Direct Costs (ODCs) CLINs 0004. Long-distance travel is defined as travel over 50 miles from contractor primary duty station. Local travel will not be reimbursed.

The geographic scope/footprint of this Request for Proposal (RFP) and its activities is global but with regionally developed strategies. Known submarine regional focus areas include New England, Virginia (VA), Pennsylvania (PA), the Great Lakes region including Southern California (CA), Gulf Coast states including Texas.
