Description

Provide removal of existing and installation of new chrome plating on one SUBSAFE/VEL hydraulic accumulator cylinder in support of a Seawolf class submarine.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) hereby provides notice of its intent to award a sole-source, firm fixed price contract, to Precision Equipment Inc. A Justification and Approval has been prepared. The period of performance is estimated to be September 2025 to Decmeber 2025. The suggested source is approved to work on SUBSAFE equipment and their facility has been inspected by PSNS & IMF. This is the only known approved vendor that can accomplish this work, even without the requirements for SUBSAFE.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

Interested parties are requested identify their interest and capabilities. To do so, respond to this requirement no later than 10, September 2025 12:00 PM, PST.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Puget Sound Naval Shipyard and Intermediate Maintenance Facility will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A25R0910 in the subject line.

All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Carly Stotts, Contract Specialist, at carly.j.stotts.civ@us.navy.mil and Andrew Skelley, Contracting Officer, at andrew.m.skelley.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.

Background
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a sole-source, firm fixed price contract to Precision Equipment Inc. for the removal of existing chrome plating and installation of new chrome plating on a SUBSAFE/VEL hydraulic accumulator cylinder.

This work supports the maintenance of a Seawolf class submarine, which is critical to the Navy's operational capabilities. Precision Equipment Inc. is the only known vendor approved to work on SUBSAFE equipment, having undergone inspection by PSNS & IMF.

Work Details
The contractor will perform the following tasks:
1. Verify that the chrome tank can meet required hardness standards and submit a report detailing testing results prior to plating (CDRL A001).
2. Receive, inspect, measure, and record the cylinder's inner diameter and total indicator runout in its 'as received' condition, then repeat measurements after removing existing chrome plating and submit a completion report (CDRL A002).
3. Plate the cylinder's inner diameter with chrome plating to specified thickness requirements upon government notification of acceptable conditions.
4. Ensure final cylinder dimensions meet specified tolerances for diameter and surface finish, submitting final measurement reports as required (CDRL A002). Quality assurance will be conducted according to the Quality Assurance Surveillance Plan.
