Synopsis:

NASA/NSSC has a requirement for Sub-award to Space Science Institute.

NASA/NSSC intends to issue a sole source contract to Space Science Institute, 4765 Walnut ST STE B Boulder, Colorado 80301-2575, under the authority of FAR 12.102(a). It has been determined that Space Science Institute is the sole provider of Sub-award to Space Science Institute

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire Non-Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 08:00 a.m. Central Standard Time on 7/10/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for a sub-award to the Space Science Institute. The contract is intended to support the Mars Science Laboratory Extended Mission 5 (MSL EM5) by addressing scientific questions related to dust lifting on Mars, particularly in Gale Crater. The contractor shall perform the following tasks:

- Participate in MSL mission operations, staffing environmental science theme group lead roles.
- Participate in tactical and strategic science planning for the MSL mission, including updating and evaluating instrument sequences.
- Analyze Navcam imagery for dust lifting and provide feedback to the science team on recent activity.
- Analyze REMS observations for signs of dust lifting including pressure vortices and ultraviolet drops.
- Present scientific results to the MSL science team and broader scientific community at conferences as warranted.
- Support the presentation of scientific results in scientific publications, including writing, data analysis, figure production, and editing as warranted.
