Background
The U.S. Department of Homeland Security (DHS) is issuing this Request for Proposal (RFP) for Student Support Services at the Federal Law Enforcement Training Centers (FLETC) located in Artesia, New Mexico.

The mission of FLETC is to provide core instructional law enforcement programs and various support services to approximately 88 participating agencies/bureaus. The goal of this contract is to ensure effective performance of operational and student support services necessary for the facility's functioning.

Work Details
The contractor shall provide all personnel, supervision, management, equipment, materials, transportation, and supplies required to perform the following tasks:
1. **Project Management**: Provide an on-site qualified contract manager and alternate project manager available during regular business hours and on-call 24/7.
2. **Vehicle Repair Maintenance**: Maintain and repair vehicles as needed.
3. **Driver Training Range Support**: Provide training support at driving ranges and ensure all training sessions are adequately staffed.
4. **Firearms Support**: Manage firearms training sessions and maintain related equipment.
5. **Materials/Parts/Supplies/Services**: Review needs for additional parts and supplies beyond standard requirements, solicit bids for necessary items, and manage inventory effectively.
6. **Administrative Tasks**: Ensure compliance with electronic data interchange protocols, maintain a technical library of relevant documents, and manage access to facilities while adhering to security regulations.

Period of Performance
The period of performance for the base year is from July 1, 2025, to June 30, 2026, with options for four additional years extending through June 30, 2030.

Place of Performance
The contract will be performed at the Federal Law Enforcement Training Center located at 1300 W Richey Ave, Artesia, NM 88210.
