StressCheck Software Maintenance

Background
The office of AFLCMC/WAQKB intends to award a sole source contract to Engineering Software Research and Development, Inc. (ESRD) for the procurement of maintenance services for the StressCheck software system. ESRD is the original developer and sole authorized maintainer of the proprietary software system, StressCheck. The decision to award a sole source contract is based on citing ESRD as the only responsible source capable of providing the required maintenance services due to lack of sufficient technical data, duplication of cost not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source.

Work Details
The maintenance services to be procured for the StressCheck software system include various modules such as LAN, Core & 64-bit Solver, Linear Elasticity Analysis, Nonlinear Analysis, Fracture Mechanics Analysis, Cold Working Analysis, STEP CAD Translator, and MeshSim-Advanced Automesher. The contract will have a basic period of 12 months with 4 additional 1-year option periods. The anticipated award date is 27 September 2023.
The solicitation is not competitive and quotes are being requested directly from ESRD. Interested vendors are advised to monitor for any amendments to this solicitation.
