Strategy Execution Software, Installation and Training

Background
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is seeking to procure a Commercial Off-The-Shelf (COTS) strategy execution and performance management software solution. The goal of this contract is to enhance strategic planning, execution, organizational alignment, performance monitoring, and data-driven decision-making across NSWC PHD and its geographically dispersed organizations.

The software must support methodologies such as Balanced Scorecard and International Association of Strategy Professionals (IASP), facilitating the development and monitoring of strategic objectives and Key Performance Indicators (KPIs).

Work Details
The contractor will be responsible for providing a COTS software solution that meets specific technical requirements for installation in a Department of War (DoW)/Department of Defense (DoD) compliant environment. Key tasks include:
1. **Technical Security and Accessibility Requirements**: Ensure compliance with DISA STIGs, IL5, FedRAMP security controls; provide documentation for RMF accreditation; support SSO and CAC integration; ensure Section 508 compliance.
2. **Functional Capabilities**: Enable creation and management of strategic plans using Balanced Scorecard and IASP methodologies; allow cascading of strategic objectives from command level to individuals; integrate with large-scale systems like Navy ERP, MS Teams, MS SharePoint, and MS Power BI.
3. **Implementation Tasks**: Initial system build-out and configuration; establish secure database connections; develop a Train-the-Trainer program for up to 50 employees covering system administration and reporting; manage project schedules and provide ongoing support including Tier 2 and Tier 3 help desk services.

Period of Performance
The contract will be performed over a specified period which includes initial setup, training, and ongoing support phases.

Bidder Requirements
Bidders must demonstrate capability in providing COTS solutions that meet DoD security standards. They should have experience with software integration in cloud environments, particularly with Microsoft Azure. Additionally, bidders should have qualified personnel capable of delivering training programs tailored to the NSWC PHD environment.
