This is a Sources Sought Notice (SSN). This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Strategic Systems Programs (SSP) seeks a Cost Plus Fixed Fee (CPFF) and Cost Plus Incentive Fee (CPIF) type Technical services contract for Strategic Weapon System (SWS) Shipboard Navigation for the TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program.

This required effort is inextricably linked to the efforts supported under Strategic Systems Programs (SSP) NAV Technical Engineering Services (TES) contract N0003018C0002, and NAV Development contract N0003018C0045; and follow-on N0003019C0045, N0003020C0045 and N0003023C6045 contracts, which were awarded on a sole-source basis to Lockheed Martin Rotary and Mission Systems. The applicable NAICS code for this requirement is 541330.

PURPOSE OF NOTICE:

The Sources Sought Notice is being used as a Market Research tool to determine potential sources capable of fulfilling the requirement described herein. Government will not pay for any information received from potential sources as a result of this notice. Responses to this SSN will be used by the Government for acquisition planning purposes only. Failure to provide a response to this SSN does not preclude participation in any possible future competitive RFP.

RESPONSE DEADLINE:

Interested sources shall submit a capability package by 11/9/ 2023 (10 pages or less) containing: 1) Company Name and Address; 2) Company Point of Contact; 3) Email Address; 4) Phone Number; 5) Specifics addressing the tasking listed below and company's capability; 6) Specifics addressing existing subject matter expertise on navigation equipment technical services, modification, repair, refurbishment, and operation support for the Strategic Weapon System (SWS) Shipboard Navigation for the TRIDENT II (D5) FBM Program; 7) Related past performance; and 8) General corporate information.

Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the Government Point of Entry website for additional information pertaining to any potential acquisition.

PERIOD OF PERFORMANCE:

Performance is estimated to begin on First Quarter FY2025 and consist of one base year plus five (5) option years.

REQUIREMENT:

Product-based procurement with some technical engineering services. Effort includes Trident II Strategic Weapon System (SWS) Shipboard Navigation subsystem development, material procurement, production, integration, installation & testing, operational fleet & logistics support, training & technical services support, and engineering overhaul support for both the United States and United Kingdom Ohio and Vanguard class submarines. Effort also includes Trident II Shipboard Navigation Subsystem development, material procurement, production, integration, installation & testing, construction, shipbuilding support, and training & technical services support for both the United States and United Kingdom Columbia and Dreadnought class submarines. The products and services under this procurement are required during the period of performance FY25 through FY31.
