The Naval Information Warfare Systems Command (NAVWAR) is issuing this Market Survey for determining industry capabilities and is soliciting information from ALL potential sources to provide Strategic Planning, Communications, Human Centered Design, and Change Management and Engineering Enablement Products for PEO Digital. Performance will take place primarily in Washington DC, San Diego, CA, and Charleston, SC. This Market Survey is issued for the purpose of assessing marketplace capabilities. Responses from BOTH large and small businesses are encouraged. See attached market survey request and draft PWS. PWS is marked CUI. Please request access through the SAM.gov portal. Background
The Naval Information Warfare Systems Command (NAVWAR) is conducting a Market Survey to assess industry capabilities for providing Strategic Planning, Communications, Human-Centered Design, and Change Management & Engineering Enablement Products for PEO Digital.

The goal is to gather information from potential sources, including both large and small businesses, to support their mission. This effort is a follow-on contract to N00039-24-C-7801, with the incumbent contractor being Ink to Think LLC.

Work Details
The contractor will be tasked with delivering services as specified in the draft Performance Work Statement (PWS). Key areas of focus include:
1. Strategic Planning;
2. Communications;
3. Human-Centered Design;
4. Change Management;
5. Engineering Enablement Products for PEO Digital.

The work will primarily take place in Washington DC, San Diego, CA, and Charleston, SC.

Period of Performance
The anticipated contract will have a base period of 12 months with four one-year options.
