Amendment 02 BAA-0001-23 is hereby amended to change the phrase "Other Direct Costs" to "Indirect Costs". The full amendment and updated BAA can be found in the attachment section.

Amendment 01 BAA-0001-23 is hereby amended to remove the language "INITIAL CLOSING DATE FOR RECEIPT OF PROPOSALS: (60 DAYS)" located on page 2 of BAA-0001-23.

DLA is going through a major Digital Business Transformation (DBX) and is captured as a critical capability in the DLA Strategic Plan 2021-2026. The 5G Smart-warehouse project directly supports the DLA DBX in the DLA Strategic Plan.
DLA seeks interested parties to enhance DLA business processes using state-of-the-art emerging technologies and innovative business practices. Vendors who receive awards are intended to be organizations with demonstrated expertise in relevant areas of DLA business processes. The SDD mission will be accomplished through sharply focused awards, typically three to 24 months in duration, that will be executed by successful contract awardees.

Through the 5G Smart warehouse project, DLA seeks to provide both a proactive logistics response in a manner that consistently meets its customer needs. These objectives are to be accomplished through DLA's continued RDT&E activities of industry 4.0 technologies mentioned in section 1. It is envisioned that these technologies, going forward will lead DLA Distribution and Disposition services with the highest level of innovation needed to augment or replace many DLA's legacy technologies that achieved Initial Operation Capability (IOC) in the 1999's. Many of the current warehouse systems are unsustainable, inefficient, and present many cybersecurity considerations, with DLA's mission changing over the past 20 years, and cyber threats are now on the forefront. It is critical to DLA Distribution to add and/or replace legacy technologies with state-of-the-art technologies that are designed with cybersecurity considerations and evaluated through RDT&E activities. Background
DLA, the primary agency providing logistics and supply chain services to the Army, Navy, Air Force, Marine Corps, and Coast Guard, is undertaking a major Digital Business Transformation (DBX) as part of its Strategic Plan 2021–2026.
The 5G Smart-warehouse project under BAA0001-23 directly supports the DBX initiative by seeking to modernize and digitally transform DLA’s network of 24 Distribution Centers worldwide using Industry 4.0 technologies.

Work Details
Under this BAA, awardees will perform research, development, testing, and evaluation (RDT&E) of commercially available Industry 4.0 technologies including 5G connectivity, autonomous robots, modeling and simulation, system integration, Internet of Things (IoT), cybersecurity controls, cloud computing, augmented reality, and artificial intelligence/predictive analytics.
Phase 1 (Feasibility Study, up to 6 months) requires deliverables including capability gap analysis, requirements analysis, end-user requirements definition, and a Concept of Operations for smart-warehouses.
Phase 2 (Prototype Development, Test and Evaluation) advances selected technologies from TRL 4 to TRL 7–9, verifies performance through rigorous testing, and conducts Technology Readiness Assessments aligned with GAO 20-48G.

Period of Performance
Contracts will be executed as sharply focused awards typically ranging from 3 to 24 months in duration.
Phase 1 feasibility studies may not exceed 6 months.
Government funding of up to $10 million per year is planned from FY 2023 through FY 2028, and the BAA remains open for five years.

Place of Performance
Work will be performed at contractor facilities and within DLA’s 24 Distribution Centers located worldwide, including integration and testing in operational warehouse environments.

Bidder Requirements
Any responsible source may submit.
Offerors must demonstrate expertise in relevant DLA business processes and emerging technologies.
Proposed solutions must be at Technology Readiness Level (TRL) 4 or higher at submission, and offerors must state the TRL of their proposal.
Teams must assign a cybersecurity manager and cybersecurity engineer to evaluate vulnerabilities and support secure integration.
Phase 2 proposals are only accepted upon successful completion and deliverables of Phase 1.
