Background
The Economic Development Administration (EDA), a bureau of the U.S. Department of Commerce (DOC), operates a suite of nationally implemented, innovation-centric programs aimed at increasing the economic resilience of distressed regions throughout the United States.

The Recompete program, authorized under the CHIPS and Science Act, focuses on investing in economically distressed communities to create and connect people to good jobs, targeting areas where prime-age employment significantly trails the national average. This Sources Sought Notice is intended to identify sources capable of providing advisory support, grants management processing support, subject matter expertise, project development and implementation support, and program evaluation requirements related to the Recompete grant program.

Work Details
The contractor will facilitate a national Community of Practice (CoP) for six funded Recompete Coalitions and provide additional services to 16 Distressed Area Recompete Pilot Program designees. Key tasks include:
1) Facilitating a network among Implementation Grant communities for learning across geographies and programs;
2) Developing an interactive platform for CoP-related information;
3) Proposing tailored technical services based on needs assessments;
4) Designing a best practice development plan;
5) Engaging Recompete finalists through forums and activities;
6) Providing technical assistance in areas such as environmental justice and equity;
7) Developing a resource library for grantees;
8) Conducting continuous evaluation of technical assistance activities.

Period of Performance
The total period of performance for this procurement is one year after the date of award plus two one-year option periods.
