Strategic Capabilities Office Broad Agency Announcement

Background
The Strategic Capabilities Office (SCO) is part of the Office of the Secretary of Defense, focusing on identifying, analyzing, and prototyping disruptive applications of new systems and unconventional uses of existing systems.

The goal of this Broad Agency Announcement (BAA) is to solicit research submissions for funding consideration in five areas of technical interest, with the aim to deliver capabilities within 3-5 years to address high-priority operational and strategic challenges. Work Details

The Technical and Management Proposal must consist of several sections:

- Summary of Proposal detailing technical rationale and approach;
- Detailed Proposal Information outlining the proposed Work Statement with defined tasks/subtasks, durations, dependencies, completion criteria, and deliverables;
- Price or Cost Proposal including proposed contract type, total proposed cost/price breakdown by award and options; supporting cost information substantiating estimates; and any required subcontracting plans.

The evaluation criteria will assess scientific merit, feasibility, team expertise, alignment with SCO priorities, schedule realism, management capability, technology transition plans, and cost realism.
