Description

The Strangulation Investigations course will provide agents with new information to help refute or corroborate strangulation allegations and enable more successful prosecutions of violent offenses. The courses will be scheduled to reach the largest possible audience of NCIS agents. There will be three separate 2-day iterations of the course. Each course will be taught in person with no maximum number of students allowed to attend. The course will be scheduled to be held in geographic areas with a large NCIS footprint and will be taught by two instructors specializing in investigation and prosecution of strangulation cases.

The three geographic areas for 2025 are:

The Northwest Field Office (NWFO) - located in Bremerton, WA

The Far East Field Office (FEFO) - located in Okinawa, Japan

The Northeast Field Office (NEFO) - located in Newport, RI

Background
The Naval Criminal Investigative Service (NCIS) investigates felony level crimes impacting the Department of the Navy (DON), with a significant focus on Family and Sexual Violence cases, including domestic violence and sexual assaults. Strangulation is a particularly violent aspect of these allegations that has garnered increased attention due to its correlation with higher risks of fatal outcomes for victims.

The goal of this contract is to provide training that equips NCIS agents with the necessary skills to effectively handle strangulation cases, thereby preventing escalation into more severe offenses.

Work Details
The Strangulation Investigations course will provide agents with new information to help refute or corroborate strangulation allegations and enable more successful prosecutions of violent offenses. The courses will be scheduled to reach the largest possible audience of NCIS agents.

There will be three separate 2-day iterations of the course, each taught in person with no maximum number of students allowed to attend. The course will be conducted by two instructors specializing in investigation and prosecution of strangulation cases.

The geographic areas for 2025 include:
1) Northwest Field Office (NWFO) - Bremerton, WA (Iteration 1) on July 17-18, 2025;
2) Far East Field Office (FEFO) - Okinawa, Japan (Iteration 2) on August 5-6, 2025;
3) Northeast Field Office (NEFO) - Newport, RI (Iteration 3) on August 20-21, 2025.

Period of Performance
The contract will cover three classes scheduled between July 17 and August 21, 2025.

Place of Performance
The training will take place at the Northwest Field Office in Bremerton, WA; the Far East Field Office in Okinawa, Japan; and the Northeast Field Office in Newport, RI.
