Description

The U.S. Embassy in Seoul, South Korea requires Storm Ditch Cleaning Services at the Yongsan Embassy Housing (YEH) compound of the U.S. Embassy Seoul, Korea

All responsible sources may submit a quotation which will be considered.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor.

The Government is planning a pre-quotation conference on April 9, 2025. If you intend to participate in the pre-quotation conference, please contact Ms. Seo, Wonyoung at seowy@state.gov to make necessary arrangement for access no later than April 8, 2025 at 12:00 Korea Standard Time.

All contractors must to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting a quotation pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. This opportunity allows for electronic responses. Please submit your offer prior to the response date and time.

Background
The U.S. Embassy in Seoul, South Korea, is seeking to procure Storm Ditch Cleaning Services for the Yongsan Embassy Housing (YEH) compound. The goal of this contract is to ensure the proper maintenance and functionality of the storm ditch system within the compound, which is critical for preventing flooding and maintaining environmental standards.

Work Details
The Contractor shall perform the following tasks:

1. Remove all sediments and debris from the storm ditch system within the YEH compound, totaling 3.5 km (2.1 miles). This includes cleaning ditch covers and catch basins, as well as disposing of collected debris in compliance with local environmental laws.

2. Open storm sewer manholes to clean and remove sediment, debris, and tree roots less than three inches from specified locations.

3. Utilize sewer maintenance/cleaning trucks and mobile/robotic CCTV camera equipment to survey and clean the storm sewer line, ensuring visibility for inspection by the Contracting Officer's Representative (COR).

4. Submit a final report with photologs and video files of the cleaned segments.

5. Replace up to 25 concrete ditch covers as directed by the project supervisor, ensuring that all work protects surrounding grounds from potential flooding during repairs.

6. Fabricate and replace cracked or broken concrete ditch covers as needed, with specific dimensions to be verified on-site.
