Storm Castle - Crowd Sourced Flight Data (CSFD)

Background
The Department of the Air Force, Air Force Materiel Command, AFRL – Rome Research Site, AFRL/Information Directorate is conducting market research for a potential requirement and is seeking industry input regarding potential procurement strategies. The general scope for this potential effort spans the complete spectrum from Research and Development to Operations and Maintenance (O&M), and Procurement activities supporting the missions and functional requirements of the AF and DoD in the areas of data analytics and knowledge management. The performance will require Top Secret/Sensitive Compartmented Information (TS/SCI) Facility clearance.

Work Details
The work includes tasks such as discovering and framing dataset challenges, dataset acquisition, challenge participating solicitation and completion administration, algorithm integration for dataset challenges, mission partner end-user feedback gathering and analysis, system development, test and evaluation including experiments, exercises, demonstrations, pilot events in support of CSFD activities, CSFD prototype development, system enhancement, sustainment, integration, transition using agile methodologies, architecting, engineering, designing, developing new and emerging technologies that enhance the integration of CSFD systems.
Additionally, it involves knowledge management (KM) development and enhancement services including performing KM system improvements, providing path for KM system, assisting with data curation, tagging and data labeling for AI/ML capabilities and algorithm development.

Period of Performance
The contract is considering establishing a performance-based services Cost Plus Fixed Fee (CPFF) Level of Effort (LoE) contract or order with a performance period of 5 years. Anticipated funding types are Operations & Maintenance, Procurement, and Research Development Test & Evaluation.

Place of Performance
Work may need to be performed simultaneously at 5 - 20+ Government and Contractor locations across the United States with potential to scale to EUC.
