Underground Storage Tank Repair/Replace

Background
The Jonathan M. Wainwright Memorial Veterans Affairs Medical Center (JMWMVAMC) requires contract personnel to perform underground storage tank equipment replacement. The Medical Center does not possess the necessary equipment, State of Washington certifications, or applicable licenses to carry out these services in compliance with Environmental Protection Agency (EPA) regulations and Washington Department of Ecology standards.

Work Details
The contractor shall supply all necessary labor and materials to install a new underground storage tank leak detection pipe sensor (L3) into the double-walled piping system of Generator Tank #1 (Building 76 – 6,500 gallons). The existing sensor is currently in alarm status on the Veeder Root tank monitoring system and requires replacement.

Additionally, the contractor shall replace the underground storage tank fill line with an upgraded fill tube and an overfill flapper valve positioned at the bottom of the fill tube for Tank #11 (1,100-gallon double-walled steel tank located at Building 78 – Theater). The specific tasks include installing a 794380-208 VR TLS Sump Sensor at the Boiler Plant and ensuring that the automatic shutoff valve closes when the tank reaches 95% capacity during refueling. Performance monitoring will be conducted during installation, and inspection will be contingent upon deactivation of alarms on the Veeder Root System.
