The Centers for Disease Control and Prevention has a requirement for services to receive and store approximately 500,000 samples, (typically stored in 2ml Nunc Cryo vials in 81x81 storage boxes); to receive additional NHANES surplus samples from multiple CDC and contracted laboratories on an ongoing basis; and to ship samples to investigators, as needed. Additional requirements include freezer maintenance; inventory management; reporting; sample disposal and consolidation; and decontamination. A competitive acquisition will be accomplished on the basis of a 100% Small Business set-aside competition utilizing FAR part 12 for the acquisition of commercial items in conjunction with FAR 13 procedures for simplified acquisition procedures, and FAR 15 procedures for the utilization of a trade-off source selection. Services for the above shall be in accordance with the requirements set forth in the Statement of Work referenced in the soliciation. Place of performance will occur at the contractor's facility. The Government intends to award a single, Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a one (1) year basic and four (4), one (1) year option periods. To be eligible to receive an award resulting from this solicitation, a contractor must have an active registration in the System For Award Management. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation is anticipated to be posted on SAM.gov on or around December 09, 2024.

Background
The Centers for Disease Control and Prevention (CDC) is seeking services for the National Health and Nutrition Examination Survey (NHANES), which assesses the health and nutritional status of adults and children in the United States.

The NHANES program, overseen by the Division of Health and Nutrition Examination Surveys (DHANES), has maintained a biorepository of stored sera and plasma samples for scientific studies since 1988. Currently, there are approximately 500,000 surplus samples stored in Maryland, which require proper management, including receiving, storing, shipping, and maintaining sample integrity.

Work Details
The contractor shall perform all necessary tasks to manage NHANES biospecimen samples, including:
1. Shipping and receipt of government-furnished freezers and approximately 500,000 samples.
2. Installation and setup of freezers with validation and calibration.
3. Inventory management using an electronic system to track samples accurately.
4. Monthly maintenance of freezers at -70 or -80 degrees Celsius to ensure sample integrity.
5. Implementing a QA/QC plan for facility operations and responding to freezer failures within 24 hours.
6. Receiving additional samples from various laboratories on an ongoing basis while ensuring compliance with shipping regulations.
7. Preparing and shipping samples to investigators upon request, maintaining proper temperature during transit.
8. Maintaining accurate inventory records and providing quarterly reports on freezer status.
9. Disposal of samples as per DHANES guidelines after completion of required forms.
10. Decontamination of freezers no longer in use.

Period of Performance
The contract will be performed over a period from March 15, 2025, to March 14, 2030, including a base period of one year with four optional one-year extensions.

Place of Performance
The services will be performed entirely off-site at the contractor's facility.
