Stevedoring and Related Terminal Services (S&RTS) for the Port at JAXPORT in connection with the import and export of Defense Transportation System (DTS) sponsored cargo and non-sponsored cargo. Services will cover the full spectrum of handling surface moving cargo, to include its receipt through disposition, and processing cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer's Representative (COR) and Alternate Contracting Officer's Representative (ACOR). All tasks shall be completed per requirements stated throughout this Performance Work Statement (PWS) and in a manner consistent with safety, efficiency, and customer service in mind.

The purpose of this Amendment is to:
1. Add the following FAR clauses within FAR 52.212-5: 52.219-28, 52.222-40, 52.242-5
2. Remove the following clauses: FAR 52.222-56, DFARS 252.225-7975, DFARS 252.225-7993
3. Update Addendum to 52.212-1 to add Collective Bargaining Agreement (CBA) submission requirement
4. Update Attachment 4 - RFP Information and General Compliance Worksheet to include the CBA submission requirement under contract documentation and include the Continuation of Essential Contractor Services Plan page requirement under Technical Proposal
5. Update Attachment 7 - Government Furnished Equipment List.

Amendment 003

The purpose of this Amendment is to allow for adequate competition in conformity with Federal Acquisition policy as promulgated in Part 6 of the Federal Acquisition Regulation with a due date for submission of offers of 12:00 PM CDT, 26 September 2025. All offerors who have already submitted a proposal shall re-submit their proposal in response to this amendment. Proposals shall be submitted via email by the due date specified above. Proposal submissions shall not exceed 20mb per email. Offerors may split proposal files across multiple emails due to file size, in which case the Offeror shall numerically label emails stating the sequential number of the individual email and the total number of emails for the submission in each message (e.g., "1 of 2"; "2 of 2").

Background
The Military Surface Deployment and Distribution Command (MSDDC), headquartered at Scott AFB, IL, is responsible for providing coordination worldwide for origin to destination surface traffic management support. This includes coordinating surface and multimodal transportation contracted functions for all Department of Defense (DoD) and other United States Government (USG) entities.

The goal of this contract is to provide Stevedoring and Related Terminal Services (S&RTS) for the Port at JAXPORT, specifically handling the import and export of Defense Transportation System (DTS) sponsored cargo and non-sponsored cargo. The services are essential for supporting military operations and ensuring efficient logistics.

Work Details
The contractor will provide a full spectrum of stevedoring and related terminal services, which include: managing US Military cargo such as containers, vehicles, breakbulk, and rotary or fixed-wing aircraft; vessel, truck, and rail loading & discharging; port reception and disposition; cargo management including staging, preparation, onward movement; intra-port transfers; vessel preparation; documentation tasks such as tallying & checking; warehousing/storage of materials; and ensuring capability to work multiple vessels simultaneously.

Services will be provided 24/7 throughout the year at JAXPORT Marine Terminal and other designated areas. The contractor must supply all necessary equipment, materials, supervision, management, transportation, and qualified personnel to fulfill these requirements.

Period of Performance
The contract will have a five-year ordering period from February 1, 2026 to January 31, 2031 with an option for a six-month extension from February 1, 2031 to August 1, 2031.

Place of Performance
The primary location for performance will be JAXPORT Marine Terminal in Jacksonville, Florida.
