Stegall Substation Stage 07 Phase 01   2

Background
The Department of Energy, Western Area Power Administration (WAPA), is issuing this solicitation for the Stegall Substation Stage 07 Phase 01 project. The goal of this contract is to replace end-of-life equipment and install a new control building at the substation. This project is a 100% Small Business Set-Aside with an estimated construction cost between $5 million and $10 million.

Work Details
The contractor will perform the following tasks:

- Replace the 1960s era control building.
- Install over 30 disconnect switches.
- Replace problematic brown glass insulators.
- Reconductor and increase the rating of the main bus.
- Replace two 115kV oil circuit breakers.
- Upgrade the existing GE D20 RTU from the 1990s with three SEL RTACs.
- Add a transfer bus dead end structure between the 230kV east and west interconnect.

Period of Performance
The contractor shall begin performance within 10 calendar days after receiving award and complete it within 800 calendar days.

Place of Performance
Stegall Substation, Loveland, Colorado.

Bidder Requirements
Bidders must be small businesses as this is a 100% Small Business Set-Aside. They are required to furnish performance and payment bonds within 10 calendar days after award.
