This is a limited source procurement in accordnace with FAR 6.302-1. The Government will negotiate on a limited source basis with the OEM(s) and authorized providers for the required parts and services. This requirement is for the procurement of Rolls-Royce and Kongsberg parts and services for Military Sealift Command (MSC) on a limited source basis. Please see the attached documents for additional information.

The Government will negotiate on a limited source basis with the Original Equipment Manufacturers (OEMs) and authorized providers.
This requirement is for the procurement of Rolls-Royce and Kongsberg parts and services for Military Sealift Command (MSC).

Work Details
Procurement of Rolls-Royce and Kongsberg parts and services related to steering gear, propulsion, and engine systems for Military Sealift Command vessels.

Period of Performance
Five-year ordering period.

Place of Performance
Military Sealift Command vessels.

Bidder Requirements
Offerors must be OEMs, OEM-authorized vendors, or MSC DCA-qualified non-OEM sources per COMSCINST 4490.1C.
Offerors must comply with the NIST SP 800-171 DoD Assessment clause: provide access for Medium or High assessments, submit Basic Assessment summary scores or ensure Medium or High scores are posted in SPRS, and include the clause in all subcontracts.
Large business offerors must submit a Small Business Subcontracting Plan.
