STEA - Demolish Combination Car #2609 & Dispose #4

Background
The National Park Service (NPS) is issuing this contract for the demolition and disposal of the #2069 Boston and Maine wooden combination car and the #4331 Boston and Maine wooden caboose at the Steamtown National Historic Site.

The site operates a live railroad yard showcasing steam locomotives and various railroad cars, emphasizing historical preservation and public education. The goal of this contract is to safely demolish and dispose of these railcars while adhering to NPS standards and local regulations.

Work Details
The contractor is required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for the demolition and disposal of the specified railcars. Work must meet or exceed NPS Standards and Specifications. Key tasks include:
- Inspecting the cars and job site to verify dimensions and weights.
- Planning work to prevent damage to surrounding buildings, vehicles, equipment, and electrical lines.
- Coordinating access for material delivery.
- Ensuring effective management of labor and materials throughout the project.
- Cleaning the work area daily and removing debris from the premises without using government dumpsters.
- Following local security procedures as set forth by NPS.

Period of Performance
The contract will be performed from September 28, 2026, to September 28, 2027.

Place of Performance
Steamtown National Historic Site, 150 S. Washington Avenue, Scranton, PA 18503.

Bidder Requirements
This opportunity is set aside for small businesses. Bidders must have experience in demolition projects involving hazardous materials. Contractors are required to complete a background investigation check as per Homeland Security Presidential Directive 12 (HSPD-12) if they require routine access to government facilities.
