Statistician and Cost Accounting Analysis Services

Background
The National Guard Bureau’s Operational Contracting Division is seeking to identify interested parties to support the requirement for Statistician and Cost Account Analyst services at the National Guard Bureau, specifically at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.

The goal of this contract is to procure these services from an 8(a) certified vendor servicing the Arlington Virginia area, focusing on expert technical analysis and recommendations for budget functions of the Army National Guard.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Statistician and Cost Accounting Analysis Services. Key responsibilities include: planning, organizing, and performing technical analysis; managing and recommending budget functions; supporting fiscal reporting, tracking, reconciliation, and reporting.

The service requires knowledge of related laws, regulations, policies, acquisition methods, program analysis techniques, and funds management as they relate to the Planning, Programming, and Budget Execution System (PPBES). Additionally, the Contractor will apply Operations Research and Statistical Analysis methodologies in support of the ARNG Comptroller Division.

Period of Performance
The estimated period of performance consists of five years (base period of 12 months with four 12-month option periods).
