Statistical Graphic Visualization Services

Pursuant to FAR 13.501(a) and 41 USC 253(c)(1), Only One Responsible Source, the United States Department of Agriculture (USDA), Agricultural Research Service (ARS) on behalf of the National Agricultural Statistics Service, in Washington, DC, intends to negotiate on a sole source basis a contract with Made by Rui, LLC, 99 Washington St, Unit 41, Salem, MA 01970-3533 to support the implementation of interactive maps on the NASS external facing website including providing statistical graph visualization services. Made by Rui, LLC is the only known source available with the experience in Agribusiness, such as translating agricultural data, geoinformatics development services to develop interactive mapping capability and execute NASS business needs in a timely manner.

NASS worked with Made by Rui, LLC in September 2015 to improve the graphical representation of the Quick Stats data online for respondents. After the project began, the Public Affairs Office modified the project to work on the USDA Strategic Project to enhance data visualization on newly released Agricultural reports. The scope was increased and the contractor designed and hosted the data visualization reports. When the monthly crop is released, a link is updated to connect to the contractor's servers to show the data visualizations for the report. A sole source award is required so the NASS crop report is not interrupted and NASS can work with the contractor to bring this system on premise. Once this contract is complete the current data visualizations are on NASS equipment, we can bring in other vendors to perform visualizations.

Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
