State regulatory oversight and document review by the Virginia Department of Environmental Quality for the NASA WFF FUDS Program

Background
The Virginia Department of Environmental Quality (VDEQ) is tasked with providing technical review and regulatory oversight for the NASA Wallops Flight Facility (WFF) Formerly Used Defense Sites (FUDS) Program. This requirement arises from a Memorandum of Agreement (MOA) between NASA Headquarters and the Department of Army, which mandates consultation with VDEQ for all response actions conducted under the MOA. The goal of this contract is to ensure compliance with state regulations during the remediation process at WFF.

Work Details
VDEQ shall perform the following services:
- Conduct technical reviews, provide comments, and make recommendations on all documents or data submitted to VDEQ by NASA WFF.
- Identify and explain Commonwealth of Virginia Applicable or Relevant and Appropriate Requirements (ARARS) related to response actions at WFF.
- Conduct site visits to review WFF response actions, ensuring they align with applicable Commonwealth of Virginia requirements.
- Participate in public education and public participation activities in accordance with Federal and Commonwealth of Virginia requirements for public involvement.

- Project 7 - Visitor Center/Boat Basin RI Addendum Report (1 document)
- Project 9 - Skeet Range Remedial Design/RAWP (1 document)
- Project 11 - Main Base Areas of Interests Phase I RI Report and Phase II SAP (2 documents)
- Project 13 - Old Wastewater Treatment Plant Remedial Action Completion Report (1 document)
- Project 15 - Construction Debris Landfill Study (2 documents)
- SMP Annual update (1 document)
- Miscellaneous SMP semi-annual update (1 document)
- RPM meetings (4 meetings)
