State-Owned Enterprises (SOE) Reform Activity in Ukraine   4

The United States Agency for International Development (USAID) is seeking proposals to implement the State-Owned Enterprises (SOE) Reform Activity in Ukraine, as described in the attached Request for Proposals (RFP). USAID anticipates awarding a single award Indefinite Delivery, Indefinite Quantity contract with a five-year ordering period. Simultaneously, USAID anticipates awarding Task Order 1, a cost-plus fixed fee term-type contract, with 5,154 professional technical staff person days level of effort (LOE) anticipated and a period of performance of three years (Attachment J.1 of the RFP). USAID reserves the right to award more or less awards than this anticipated number or to make no award.

USAID anticipates that the maximum aggregate ceiling for contracts resulting from this RFP will be $39 million over the five-year ordering period. Task Orders could be issued on a cost reimbursement and/or fixed price basis and can continue for two years beyond the ordering period. The maximum aggregate dollar value of task orders cannot exceed this contract ceiling. There is no guarantee on the number of task orders that the successful contractor will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.
