The Office of Refugee Resettlement (ORR), under the Administration for Children and Families (ACF), is responsible for the care and placement of unaccompanied alien children (UAC) who have no lawful immigration status in the U.S. and lack a parent or legal guardian available to provide care.

ORR funds a network of care provider facilities to assume physical custody of UAC, applying child welfare principles to ensure placements are in the best interests of each child. The agency seeks state-licensed and nationally accredited secure care and heightened supervision facility (HSF) providers within the contiguous United States, aiming to accommodate up to 150 secure and 100 HSF placements.

Work Details
The contractor will provide comprehensive educational services tailored to UAC's developmental levels, including:
1. Submission of an Education Program Plan detailing mission, core values, objectives, teaching strategies, resource allocations, and compliance with ORR policies within 15 days post-award.
2. Structured classroom instruction Monday through Friday focusing on basic academic competencies, English Language Training (ELT), acculturation, and life skills development.
3. Educational assessments within 72 hours of UAC admission to determine individual needs.
4. Minimum of 6 hours of educational services per day in subjects such as Science, Social Studies, Math, Reading, Writing, Physical Education.
5. Group counseling sessions at least twice weekly and individual counseling sessions at least once weekly by qualified clinicians.
6. Comprehensive Individual Service Plans (ISPs) for each UAC based on initial assessments completed within 5 days of admission.
7. Coordination with legal services to ensure UAC are informed about their rights and access to legal assistance.
8. Provision of necessary medical services including initial medical examinations within 48 hours of admission and ongoing health care as required.
