Description

This is a Non-Competitive (Notice of Intent) combined Synopsis Solicitation to Award a Contract or Purchase Order without providING for full or open competition (including Brand-Name).

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Government anticipates award of a firm-fixed-price delivery order for this requirement. The Centers for Medicare and Medicaid Services (CMS) intends to negotiate with Cotiviti Gov Services, LLC on a sole source basis to obtain licensing and product support for STARSInformant. The STARSInformant is a proprietary Commercially available off-the-shelf (COTS) product comprised of a front-end data analysis environment and an integrated underlying data model. Users can run pre-defined and ad-hoc reports for data summaries and trend analysis. Cotiviti is also the owner and developer of the source code. The anticipated period of performance is one (1) base year and four (4) option years.

This sole source is being conducted pursuant to the authority of 41 U.S.C. 253 , as implemented by FAR 6.302-1, Only one responsible source and no other type of supply or service will satisfy agency requirements. A Justification and Approval for Other Than Full and Open Competition has been approved and is attached to this notice. The requirement is intended as a sole source contract to Cotiviti Gov Services, LLC.

Interested Parties: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The anticipated period of performance is one (1) base year and four (4) option years.

Work Details
The work involves obtaining licensing and product support for STARSInformant, a proprietary Commercially available off-the-shelf (COTS) product comprised of a front-end data analysis environment and an integrated underlying data model. Users can run pre-defined and ad-hoc reports for data summaries and trend analysis. The contractor must provide any necessary updates to the submitted HHS Product Assessment Template(s) at the end of each contract or order exceeding the simplified acquisition threshold when the contract or order duration is one year or less.
The contractor shall create an invoice within the Invoice Processing Platform (IPP), a secure Web-based service for federal agencies and their vendors to manage government invoicing from purchase order (PO) through payment notification.
