Description

Synopsis:

NASA/NSSC has a requirement for Stancil Voice Logging Recorder, Installation, and Training.

NASA/NSSC intends to issue a sole source contract to STANCIL CORP 8931 Research DR Irvine, California 92618-4237, United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that STANCIL CORP is the sole provider of Stancil Voice Logging Recorder, Installation, and Training

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames Research Center (ARC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 334310

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 p.m. Central Standard Time on 3/4/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for the Stancil Voice Logging Recorder, Installation, and Training.

NASA/NSSC intends to issue a sole source contract to STANCIL CORP located at 8931 Research DR, Irvine, California 92618-4237, United States. It has been determined that STANCIL CORP is the sole provider of the Stancil Voice Logging Recorder and related services.

NASA/NSSC will be the procuring center for this effort, which aligns with their mission to enhance aviation systems through advanced technology.

Work Details
The contract includes the purchase of a Stancil Voice Logging Recorder for integration with the Mission Next Generation Voice System upgrade to the Aviation Systems Division.

The specifications for the base unit include:
- 50 channels of SIP nailed on a Stancil SLR - Next Generation Voice Logging Recorder (Part #47050)
- Single DVD drive with dual 6TB hard drives
- Built-in FIFO Remote Access for instant access to recent conversations
- Graphic User Interface (GUI) for all functions
- UL, FCC, BABT, CSA approved power and telco direct line interface authorization
- Activity and alarm logs for each deck
- Operation and maintenance manual
- Multiple levels of password protected security
- Search capabilities by date, time, channel, dialed digits, reference fields, and memos
- Non-proprietary hardware - open, standards-based
- Field expandable to 356 channels in single channel increments
- Very short delivery time from receipt of order
- One year warranty on all parts and labor (return to factory)
- Windows 2022 SERVER operating system for multitasking operations
- Microsoft .NET Framework
- 2U special extreme chassis with dual power supply and dual hard drive with additional 6TB HD for IP captures. The contract also includes installation and training services.
