This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This is an OPEN-MARKET Firm Fixed Price (FFP) RFQ. This solicitation is prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective 03/13/2026. A Defense Priorities and Allocations System (DPAS) rating is not applicable to this procurement.

Background
The Court Services and Offender Supervision Agency (CSOSA) is an independent federal executive branch agency responsible for supervising adults on probation, parole, and supervised release in the District of Columbia. Within CSOSA, the Office of Community Supervision and Intervention Services (OCSIS) oversees the supervision activities carried out by Community Supervision Officers (CSOs). CSOs supervise individuals in agency offices, in the community, and within offender residences. Their duties include case management, compliance monitoring, field supervision, and coordination with treatment providers and community partners. CSOs are unarmed and do not possess arrest authority. Their work routinely requires interaction with individuals who may have histories of violence, mental health instability, substance use, or hostility toward supervision conditions. Nationally, probation and parole officers have experienced serious injury and homicide while performing their duties. CSOSA has identified the need to strengthen and sustain officer safety training that reinforces situational awareness, communication and de-escalation techniques, defensive tactics, and critical incident response skills appropriate for unarmed community supervision personnel.

To address this need, CSOSA requires annual, scenario-based officer safety training designed to reinforce perishable tactical skills, decision-making under stress, and coordinated response in high-risk environments.

Work Details
The contractor shall deliver a structured consecutive workweek training block (Monday–Friday business days), unless otherwise approved by the Contracting Officer Representative (COR). The structure must support CSOSA’s policies and annual training completion for all CSOs while maintaining operational continuity.

The Contractor shall deliver Train-the-Trainer (T4T) sessions in a manner that prepares CSOSA trainers to support immediate delivery of Community Supervision Officer (CSO) Officer Safety Training (OST). T4T graduates shall be ready to serve as observers/assistants during the first training iterations delivered by the Contractor and to provide structured observation and feedback using approved tools and methods.

CSOSA reserves the right to move training to an alternate location within the DMV area with 48 hours’ advance notice of a scheduled training session. The anticipated annual delivery window is September 1 through October 31 of each performance year.
