St18-1589 Substation #1 Relay Project

The project is located in Substation #1 Bldg 1281 on Coddington Cove in Newport RI. The
work includes the design and construction of a relay protection system for NAVSTA
Electrical Substation #1 and associated equipment repairs and replacements for existing
substation control house equipment to restore the facility to full function. Full design shall
include a pre-design protection system coordination study of the existing electric
distribution system in addition to verification of point-to-point wiring diagrams of the
existing relay protection system between the control house and outdoor station equipment.
The pre-design protective device coordination study (coordination/short circuit/load
flow/arc flash, etc.) shall be completed prior to the full design of the proposed new
microprocessor-based relay protection system. Replace the existing electromechanical relay
system with a new, fully redundant, microprocessor-based relay system. Provide an HMI
system as a user interface with all new components. HMI system shall include both local
and remote workstations. Replace the existing substation control power battery system
including batteries, charger, rack, containment and all associated components. Replace the
existing supervisory control and data acquisition (SCADA) remote terminal unit (RTU).
Provide SCADA workstations to interface with the existing SCADA components as well as
the new microprocessor-based relays. Replace associated control cabling as needed, control
panel devices, and related control system components. Provide all work for a complete and
usable product including but not limited to labor, materials, equipment, software,
programming, testing, supervision, safety, QC, and project management.
