This amendment also changes the bidder inquiry response date from ten (10) business days prior to the required proposal submission date to October 20, 2025, at 5:00 pm (eastern), and amends the performance work statement (PWS) to reduce the phase-in period timeline. ***** The USACE Detroit District requires contractor security services to protect Government, civilian and Contractor personnel, facilities, and equipment within the Soo Project Office (SPO) area of responsibility located in Sault Sainte Marie, MI by the provision of contract security guards. There is a base Year and four (4) Option Years as well as the option to exercise FAR 52.217-8, Option to Extend Services included within the solicitation. Contract security guards will not be deputized or exercise any additional authority or jurisdiction granted by local, state, or the federal Government to perform law enforcement duties on or off USACE property as part of this contract. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform private contract security guard services such as required basic services, crowd control, facility security, and security for the general public and government officials.

Background
The United States Army Corps of Engineers (USACE) Detroit District requires contractor security services to protect government, civilian, and contractor personnel, facilities, and equipment within the Soo Project Office (SPO) area of responsibility located in Sault Sainte Marie, MI.

The goal of this contract is to provide armed security guard services for the St. Mary’s Falls Canal, ensuring safety and security for all personnel and visitors. The contract includes a base year and four option years, with provisions for extending services as needed.

Work Details
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform private contract security guard services. Key tasks include:

1. Basic Services: Provide armed security guards at the SPO and pre-identified locations within the SPO area of responsibility.
2. Crowd Control: Manage pedestrian, cart, and traffic control at all identified locations.
