Description

The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; 6 regional offices, a Central Office (headquarters), 2 staff training centers, 22 Residential Reentry Management Offices, and 6 Community Treatment Services (CTS) field offices. The Bureau is responsible for the custody and care of approximately 158,000 federal adults in custody (AIC). Around 14,000 of AICs are residing in the community in Residential Reentry Centers (RRCs), on home confinement or on Federal Location Monitoring or reporting to a Day Reporting Center throughout the United States of America and various territories (i.e., Guam, and Puerto Rico).

The Bureau is committed to providing high-quality, evidenced-based programs and services for all federal adults in custody who reside in the community. The CTS Contracting Section is responsible for procuring outpatient treatment services for substance use disorder, medication-assisted treatment (MAT), mental health, including psychiatric services, and sex offender treatment by utilizing community-based treatment providers in areas where AICs are located.

The Bureau seeks a contractor to provide community-based outpatient substance use disorder, mental health, and sex offender treatment services to male and female Adults in Custody (AICs) in community placement residing in a Residential Reentry Center (RRC), on home confinement, or on Federal Location Monitoring or, if applicable, reporting to a Day Reporting Center, in Washington, DC.

Services requested are: Substance Use Disorder Treatment Planning and Follow-up, Substance Use Intake Screening, Substance Use Disorder Individual Counseling, Substance Use Disorder Intake Assessment and Report, Co-occurring Intake Assessment and Report, Substance Use Disorder Group Counseling, Substance use Disorder Relationship and Parenting Counseling, Mental Health Treatment Planning and Follow-up, Mental Health Intake Screening, Mental Health Intake Assessment and Report, Psychiatric Evaluation and Report, Crisis Intervention Evaluation and Report, Mental Health Individual Counseling, Case Management Services, Mental Health Relationship and Parenting Counseling, MH-Medication Monitoring and Report, Sex Offender Intake Assessment and Report, Sex Offender Treatment Disorder Treatment Planning and Follow-up, Sex Offender Intake Screening, Sex Offender Individual Counseling, and Sex Offender Group Counseling.

Services are needed within the boundaries/borders of Washington, D.C. This requirement will ensure the contractor is located within walking distance of public transportation, AICs are not subjected to walking long distances in inclement weather, and accountability of AICs is maintained at the performance site(s).
