Description

The NIH Office of Research Services (ORS) requires a short-term bridge task order against GSA MAS 54151HACS SB through Contract # GS-35F-003CA to ensure continuity of critical services. The task order will have a base of only three months, to cover the minimum period reasonably necessary to ensure that a competitive solicitation can be developed and issued. Three additional one-month option periods will be included as a contingency for unanticipated delays in the competitive award process.

This acqusition is conducted under the authority of the GSA Multiple-Award Schedule (GSA MAS) program. Consideration of schedule contractors will be restricted in accordance with: GSAM/R 538.7104-3(b)(1)(i)- The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.

This acquisition is conducted under the authority of the GSA Multiple-Award Schedule (GSA MAS) program due to the unusual urgency of the need, which if not addressed, would result in unacceptable delays in fulfilling that need.

The NIH is undergoing various initiatives in response to executive orders and OMB memoranda that affect organizational restructuring and IT procurement. A short-term award is necessary while the NIH prepares for a new competitive solicitation, following the cancellation of a prior solicitation deemed not in the best interest of the agency.

Work Details
The contractor will provide essential support to maintain continuity of services within the NIH's Industrial Control Systems/Operational Technology focused IT environment. This includes:
- Support for critical facilities systems
- Management of over 100 systems and applications
- Maintenance for more than 3,000 workstations
- Ensuring access to the NIH network
- Support for 400 virtual and physical servers
- Management of 60 database servers
- Providing 24/7/365 customer support to respond to emergencies.

Any gap in these services poses a direct threat to NIH safety and operations, affecting mission-critical physical security, emergency response, and campus infrastructure.

Period of Performance
The task order will have a base period of three months with three additional one-month option periods as contingency for unanticipated delays.

Place of Performance
The contract will be performed at various NIH facilities including the Integrated Research Facility at Fort Detrick and Rocky Mountain Laboratories.
