The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, awarded a sole source, Firm Fixed Price (FFP) Delivery Order (N0001923F0467) under Basic Ordering Agreement N00019-20-G-0005 with Northrop Grumman Systems Corporation (NGSC), San Diego, California. The delivery order is for the procurement of efforts required to address Diminishing Manufacturing Sources (DMS) issues, configuration management, and risk reduction for the BQM-34. The BQM-34 is a recoverable, remote controlled, subsonic aerial target used in support of weapons system test and evaluation.

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 21-0073 - redacted version attached to this announcement.
